Save and activate or disable basic instructions
Available regardless of AI Behavior rollout. Requires builder.write, excludes requesters and requires exact owner authoring authority; team writes also require enabled guidance capability. Save creates an immutable basic revision, publishes that exact revision and enables it atomically. Existing titles and fixed ownership are retained; a new document is titled Instructions. Creation requires null instructionDefinitionId and preconditions and returns 409 instruction_write_conflict if compatible instructions already exist for that owner. Existing writes require all current metadata, revision and publication freshness tokens. Disable retains text, publication and history while preventing application. Advanced, incompatible or archived records cannot be changed here. Incompatible and stale records return 409 instruction_write_conflict; unauthorized or owner-mismatched IDs return 404 instruction_not_found. No legacy storage is written.
